The main functions of the Department are formulation and preparation of Five Year Plans, Annual Plans and Co-ordination with various central ministries and state departments like NEC, NESIDS, Border Area Development Programmes, State Plan, matters relating to MPLADS, MLALADS, Monitoring and review of the implementation of various projects under Centrally sponsored schemes and State sponsored schemes.
Project Co-ordination Division
The main function of the Project Coordination Division is to coordinate the implementation of specific CSS and facilitate micro-planning. The followings schemes are being looked after by the Division:-
1) CSS
- NESIDS – North East Special Infrastructure Development Scheme
- Border Area Development Programme
- Gati Shakti
- Backward Villages
2) MICRO PLANNING
- NON-BADP
- Member of Legislative Assembly Local Area Development Scheme (MLA LADS).
- Member of Parliament Local Area Development Scheme (MPLADS).
3) NEGOTIABLE LOAN
- Japan Internation Cooperation Agency (JICA)
- Rural Infrastructure Development Fund (RIDF).
Scope of Work of Monitoring Division
The main activities of Monitoring Division are
- State Level Monitoring Committee (SLMC)
SLMC Meetings are conducted in the State under the Chairmanship of the Chief Secretary. Commissioners, SP, all Secretaries & Adl. Secretaries as its Member Secretaries. The SLMCs review and discuss the status of examination of various projects of the state and any issues for corrective actions are taken up for rectification.
2. District Level Monitoring Committee (DLMC)
District Level Monitoring Committee was constituted in 2008. DLMC Meetings are conducted quarterly in the District under the Chairmanship of the Deputy Commissioners, the District Planning Officers, and All HOD’s as Member Secretaries. The ZPC, ZPMs and Government recognized CBOs are also Members of DLMCs. The DLMCs reviews and discusses the status of examination of various projects in the Districts and any issues for corrective actions are taken up for rectification.
3. Sub-District Level Monitoring Committee (SDLMC)
SDLMC Meetings are conducted quarterly in the respective District Circle, under the Chairmanship of the ADC/SDO, and the Circle Officer as its Member Secretary. The SDLMCs reviews and discusses the status of examination of various projects and any issues for corrective actions are taken up for rectification.
4. Circle Level Monitoring Committee (CLMC)
CLMC Meetings are conducted in the District under the Chairmanship of the Circle Officer, and the DPO as its member secretary. The CLMCs reviews and discusses the status of examination of various projects in the Circle and any issues for corrective actions are taken up for rectification.
5. State Quality Monitoring (SQM)
The State Government has engaged State Quality Monitors (SQMs) for Quality Monitoring projects of ₹100.00 lakh and above sanctioned under Centrally Sponsored Scheme (CSS) and State Funded Scheme under various programmes implemented through the different departments in the state.
Its focus is on a project’s physical, financial, and quality components.
6. Third-Party Monitoring (TPM)
The State Government has engaged Third Party Monitors (TPMs), namely, NEDFi, PS Design Cell, and WAPCOS, for Quality Monitoring of projects SPA and BADP implemented through various state departments.
WAPCOS aids in monitoring projects related to water resources, power, and infrastructures, such as water supply, sanitation, inland waterways, roads and highway engineering.
NEDFi involves consultancy services related to strategy, operation, financial, transaction, and bid. PS Design specialises in sub-soil investigation, material test, design and drawing of roads, bridges and buildings.
7. Pragati
The Arunachal e-Pragati Monitoring Monthly Review. The meeting is chaired by the Hon’ble Chief Minister of Arunachal Pradesh to review the progress of the state government’s priority projects under various Departments.
In these meetings, 111 key important projects and long pending projects of various districts, departments and agencies are reviewed by the Hon’ble Chief Minister.
As of today, 17 Pragati meetings have been held
8. CM Dashboard
A centralized, automated web-based dashboard to monitor real-time schemes and programmes. MCRs and SDGs are part

• Performance measurement with dynamic benchmarking and target setting at each level of administrative hierarchy, such as
zone and district.
• It has a built-in mechanism to collect feedback data from respective sectors.
• Data verification to authenticate data by concerned nodal officers every month.
• Upload Excel files to upload data related to specific indicators where MIS is unavailable.
9. Satellite-based monitoring and Geo-tagging of Developmental project of Arunachal Pradesh
Visualizing and analysing as well as assessing the project status (Monitoring)
• Keeping track of the execution of the project.
• Transparency and better accountability amongst the multiple stakeholders.
• Better planning and decision making
• To update progress and status to the government on time.
• Avoid duplicity and overlapping of the same nature of developmental projects in the State.
• To minimise malpractices during the execution of developmental projects.
• To facilitate the timely submission of physical reports & utilisation certificates by the agencies to the funding agency.
• Track the changes that are taking place in developmental project sites
Scope of Work of State Plan Division
The main functions of State Plan Division are formulation and preparation of Annual Plans and other specific developmental schemes, intra/inter sectoral adjustment of outlay and review of implementation of State Plan Schemes. Following are the specific works of the division.
- Preparation of Budget Estimate/Revised Estimate.
- Interface with NITI Aayog on Sustainable Development Goals (SDGs) and other programs.
- Servicing of Cabinet Committee on Infrastructure (CCI).
- Special Plan Assistance.
- Special Assistance for Capital Expenditure/Investment.
- Review of Centrally Sponsored Schemes.
- Single Nodal Accounts(PFMS).
- Chief Minister’s District Innovation and Challenge Fund.
- Deen Dayal Uphadyaya Swalamban Yojana.
- State Infrastructure Development Fund.
- Untied Fund.
- Infrastructural development of new districts.
- Repair & Renovation of FSBs in border areas used by BGF for patrolling
